With reference to my secret despatch of 15th

November, 1937, requesting the appointment of an Air Raid

Precautionary Officer for Hong Kong I have the honour to

forward for your consideration an application from

Lieutenant-Commander B. M. Douglas, R. N. (Retired), Passive

Defence Officer, His Majesty's Dockyards, Hong Kong and

Singapore, for appointment to this post.

2. As indicated in his application Lieutenant-

Commander Douglas is a member of the Air Raid Precautions

Sub-Committee of the Local Defence Committee and has been

selected to deliver certain of the lectures in the course

of public lectures on air raid precautions now being conducted in the Colony.

Lieutenant-Commander Douglas' application was

submitted to me with the authority of the Commodore, Hong

Kong, and subject to the approval of the Admiralty,

whom the Commodore has communicated by telegraph.

approval of the creation of the post in question and of

Their Lordships' approval of the present application.
